New York A08206 amends the racing, pari-mutuel wagering, and breeding law to address welfare, medical, and retirement plans provided by horsemen's organizations. In the absence of a contract between a licensed harness racing corporation or association and a horsemen's organization, the state gaming commission will require the corporation or association to pay the horsemen's organization an amount based on a previously negotiated contract.
