Establishes the "Malcolm X unsolved civil rights crime act" to investigate civil rights violations resulting in death before 1980.

The "Malcolm X unsolved civil rights crime act" requires the assistant attorney general of the civil rights bureau to investigate violations of criminal civil rights statutes that occurred before December 31, 1979, and resulted in death. The assistant attorney general may coordinate with state and local law enforcement. The attorney general must annually study these cases and report findings to the governor and legislature. The act allocates up to $1 million for investigation expenses and $2 million annually for the civil rights bureau. The act expires twelve years after its effective date.
