The bill establishes the "reciprocal enforcement of claims on unpaid or reduced state entitlements act" or "RECOURSE act." It mandates the state comptroller to issue a report on federal funds owed to New York due to the federal government's nonpayment in violation of a court decision. If the report indicates federal funds are owed, the governor, comptroller, and budget director can withhold federal payments to the state, up to the amount owed.
