The bill directs the department of economic development, in conjunction with the empire state development corporation, to review all contracts related to leasing state-owned premises for the production, manufacture, and development of solar shingle products, electric vehicle charging networks, advanced driver-assistance systems, and supercomputer hardware. The department must identify and eliminate waste, fraud, and abuse by private parties, and ensure these parties meet benchmarks such as employing sufficient personnel, paying adequate rent, investing in resources, and operating retail.
