New York A08056 amends the highway law to establish that the state is liable for damages suffered by any person from defects in state highways. The state's liability applies when the damage occurs as a result of the defective condition of the portion of the improved highway. The state is not liable for defects in bridges over which it has no control. The amendment takes effect immediately and applies to any cause of action that accrues on or after the effective date.
