This bill amends the public service law to require the public service commission to mandate rate reductions or refunds for inadequate or interrupted service by electric and steam corporations. It also requires electric corporations to reimburse ratepayers for damages to and losses of property and business caused by power outages in certain instances. The commission can set minimum and maximum amounts for refunds or reductions and may prescribe reasonable limits on the aggregate amount of reimbursements and compensation.
