This bill amends the vehicle and traffic law to limit the number of certificates of registration that the commissioner of motor vehicles may issue to five total. Certificates issued before January 1, 2025, are not eligible for renewal. The commissioner may issue up to five certificates to entities that manufacture or assemble exclusively zero emissions vehicles, provided they have not previously been issued a certificate of registration.
