The bill establishes a New York brewery empowerment and economic revitalization credit of seven cents per gallon of beer produced in the state. To qualify, a taxpayer must be registered as a distributor and meet eligibility criteria, including paying employees at least 125% of the statewide average wage for brewery employees. The credit cannot exceed five million dollars per taxpayer. The commissioner of labor, in collaboration with the commissioner, will develop methodology to certify compliance. The credit is computed as provided in section thirty-seven-a of the tax law.
