The bill establishes the healthy and safe students act, mandating comprehensive sexuality instruction for students in grades K-12. This instruction must include a model curricula for comprehensive sexuality education and at a minimum conform to the content and scope of national sexuality education standards. The commissioner, in consultation with the commissioner of health, shall develop and establish this program, which includes age-appropriate instruction on various topics such as human anatomy, consent, healthy relationships, and prevention of violence.
