This bill amends the general municipal law to allow Westchester county to require bidders for public works, construction, or purchase contracts to hire and retain residents from targeted communities. A "targeted community" is defined as any city, town, or village within the county where the combined average unemployment and poverty rate exceeds the countywide average by ten percent.
