New York authorizes political subdivisions to award public contracts to minority and women-owned business enterprises at a cost premium not exceeding.
New York amends the general municipal law to allow political subdivisions to award public contracts to participants of a minority and women-owned business enterprise program. This applies to contracts valued at no more than one million dollars, even if the participant is not the lowest bidder. The award can only be made to the lowest bid from a minority and women-owned business enterprise that is reasonably competitive, defined as not exceeding the lowest bid by more than ten percent.
