New York A07110 authorizes cities with a population of one million or more to adopt requirements for telecommunications services. Owners of communications lines used for information services must pay compensation to the city. Compensation is calculated based on the number of linear feet occupied in public rights-of-way. Franchise fees for cable television service can be credited against total compensation. The bill also amends the transportation corporations law to allow corporations to construct and maintain lines in public rights-of-way.
