This bill amends the vehicle and traffic law to allow municipalities to establish speed limits on state highways through engineering and traffic investigations. The Department of Transportation or the municipality can set maximum speed limits on state highways outside cities with populations over one million and on Indian reservations. The minimum speed limit is 25 miles per hour, except for school zones where it can be 15 miles per hour for up to 1,320 feet.
