New York A07108 amends Section 4 of the state finance law by adding a new subdivision. This amendment requires any grant or appropriation of money to a municipality or locality by the state for the procurement of goods and services to comply with minority and women-owned business enterprise participation goals. These goals are defined in sections three hundred twelve and three hundred thirteen of the executive law. The requirement applies to any village, town, city, county, or school district within the state and also to any entity subcontracting with a municipality or locality.
