The bill amends the public authorities law to prohibit the New York State Environmental Facilities Corporation from entering into contracts, leases, or other agreements with entities that do not comply with the requirements of article five-A of the general municipal law regarding participation by minority- and women-owned businesses. The act takes effect 180 days after becoming law and applies to all contracts, agreements, and leases entered into on or after that date.
