Establishes the crime of aggravated forcible touching by an incarcerated individual as a class E felony.

The bill amends the penal law by adding a new section that establishes the crime of aggravated forcible touching by an incarcerated individual. This crime occurs when an incarcerated individual intentionally and without legitimate purpose forcibly touches the sexual or intimate parts of a person they know or should know to be an employee of a facility, the board of parole, the office of mental health, a probation department, bureau or unit, or a police officer. The purpose of the touching is to degrade or abuse the person or to gratify the incarcerated individual's sexual desire.
