This bill expands the definition of "excavation" to include any operation in which earth, rock, or other materials are moved, removed, or displaced by tools, equipment, or explosives. It excludes activities like tilling soil for agriculture or landscaping with non-powered equipment. "Underground facilities" are defined as pipelines, conduits, ducts, cables, wires, manholes, vaults, or similar structures underground, excluding oil and gas production pipelines. The changes take effect immediately.
