New York A06714 amends the insurance law to establish a program for standardized health insurance contracts for qualifying small employers and small dental employers. A qualifying small employer is defined as an employer with no more than fifty employees, no group health insurance covering employees in the twelve months prior to application, and at least thirty percent of employees earning wages at or below thirty thousand dollars annually.
