This bill amends the public officers law to allow agencies to redact exempt parts of records before disclosure under the freedom of information law. Agencies must still make available for public inspection and copying all records, except those exempt by state or federal statute. A denial of access must be based on a particularized and specific justification. The bill took effect immediately.
