Directs the New York city mayor's office of criminal justice to provide comprehensive services to 9,000 individuals identified as having a persistent pattern of involvement in the New York city criminal justice system. The office shall identify no more than 9,000 individuals with a persistent pattern of arrest and failure to appear in court and, in conjunction with various city and state agencies, engage with as many of such identified individuals as possible to provide comprehensive services including, but not limited to, education, vocational training, housing, financial support.
