Prokop, who started on October 8, 1991, did not participate in the 20-year plan due to reasons not attributable to his negligence. The county can make this plan available by filing with the state comptroller within 180 days of the act's effective date. The county will bear all employer past service costs, which can be amortized over five years. The act takes effect immediately.
