The bill amends the environmental conservation law to increase the handling fee paid to dealers or operators of redemption centers for empty beverage containers. Starting April 1, 2025, the handling fee will be six cents per container and will be adjusted periodically based on the percentage increase in the federal or New York state minimum wage. The handling fee will be rounded to the nearest multiple of $0.005.
