This bill amends the penal law, correction law, and criminal procedure law to establish that all felony offenders shall become eligible for parole after serving no more than twenty-five years of their sentence. It also eliminates the possibility of serving consecutive terms of imprisonment which exceed a twenty-five year sentence. The changes apply to all felonies, regardless of the original sentence length. The bill includes provisions for mental retardation hearings and resentencing in certain cases. It takes effect ninety days after becoming law.
