The bill establishes ten regions throughout New York for arts, cultural affairs, and parks. In each region, the governor will establish a council to issue competitive accessibility and sustainability grants. These grants will fund programs that improve accessibility for disabled persons and promote sustainability. Grant criteria will be set by the governor. No organization can receive a grant within three years of a previous grant. The act takes effect immediately.
