New York A06077 amends the racing, pari-mutuel wagering and breeding law to expand off-track betting to include the five counties comprising the city of New York, now considered part of the Catskill region. The Catskill off-track betting corporation must submit a business plan for approval to the New York state gaming commission. The bill also establishes a site selection board to approve off-track betting facilities, composed of the chief executive officer of the economic development corporation, a designee of the mayor of New York City, and the comptroller of New York City.
