New York A05988 amends the social services law to include temporary child care employment agencies and child care educational and training institutions as providers authorized to conduct background clearances. These entities must submit fingerprint cards and other required information to the Office of Children and Family Services and the Division of Criminal Justice Services. The Office of Children and Family Services may charge these entities an amount equal to the publicly-funded emergency shelter for families with children. This act takes effect January 1, 2026.
