This bill amends the social services law to allow public welfare officials to withhold rent payments to landlords who owe delinquent tax liabilities to local municipalities, school districts, or counties. It also allows officials to withhold rent if there are violations in the building that are dangerous, hazardous, or detrimental to life or health. If rent is withheld for a year or more due to delinquent tax liabilities, the withheld amount may be applied to those liabilities. The bill takes effect immediately.
