The determination of high-volume arraignment towns and villages is made by the Office of Court Administration in consultation with the Division of Criminal Justice Services. The initial determination is based on data from 2018 and 2019, with subsequent determinations every ten years using at least two years' data. Non-attorney justices currently in office remain eligible to serve.
