Provides for tenant responses to applications for a major capital improvement rent increase.

This bill allows tenants to respond within one hundred twenty days from the date of mailing of a notice of a proceeding to an application for a major capital improvement rent increase. It requires the state division of housing and community renewal to provide any responding tenant with the reasons for the division's approval or denial of such application.
