The bill establishes a program to provide free wound care kits and xylazine test strips to individuals with a substance use disorder or at risk of drug use. Facilities distributing these items must not collect personally identifying information on recipients. Police are prohibited from targeting individuals receiving these items for surveillance, investigation, or prosecution. The commissioner, in cooperation with the commissioner of health, will conduct a public awareness campaign on proper wound care and xylazine testing.
