New York bill A05348 amends the executive law to allow certain minority and women-owned business enterprise subcontractors to receive MWBE certification for work with not-for-profit corporations. This certification is subject to criteria including at least 51% ownership by a minority or women-owned enterprise, real and substantial minority or women ownership interest, and authority to control business decisions. The services or work must cost less than $50,001, and the exemption cannot be received more than three times in a twelve-month period.
