The "Defund Municipalities that Defund the Police Act" defines a "defunding municipality" as a political subdivision that abolishes or disbands its police department without intention to reconstitute it, or significantly reduces its police budget without reallocating funds to other community-policing programs. The director of the division of budget withholds an amount of state funding equal to the percentage reduction in the police department budget. The withholdings are reversed if the municipality no longer qualifies as a defunding municipality. The act takes effect immediately.
