New York A05076 amends the civil rights law by adding a new section that prohibits any state or local agency, or any agent thereof, from using funds, facilities, property, equipment, or personnel to investigate, enforce, or provide assistance in the investigation or enforcement of any federal program that requires registration of individuals or maintains a database of individuals based on race, color, creed, gender, sexual orientation, religion, or national or ethnic origin. The act takes effect immediately upon enactment.
