The bill amends the environmental conservation law to implement a one-year phase-in period for local laws, ordinances, or resolutions imposing a paper carryout bag reduction fee. During this first year, forty percent of the fees collected are returned to the county or city to purchase and distribute reusable bags, with priority given to low- and fixed-income communities. After the first year, forty percent of the fees are remitted to the person who collected the fees.
