The Regional Labor Protection Act of 2025 mandates that contractors on public works projects funded by state money must employ qualified local labor if the unemployment rate for construction workers is six percent or higher for three consecutive months. Qualified local residents must have been residing in the regional area for at least twelve months prior to employment. A violation of this requirement is a misdemeanor, punishable by fines and/or imprisonment.
