Makes loitering while masked or disguised in a group of six or more persons a violation.

The bill amends the penal law to make it a violation to loiter while masked or disguised by unusual or unnatural attire or facial alteration while in a group of six or more persons so masked or disguised. Exceptions are made for masquerade parties or similar entertainments if permission is obtained from the police or other appropriate authorities.
