Establishes a fund to move overhead electrical power or telecommunications lines underground in New York.

The bill creates the "undergrounding of electrical power or telecommunications lines fund" in the joint custody of the state comptroller and the commissioner of taxation and finance. The fund will consist of all monies appropriated for its purpose, including funds from the Federal Emergency Management Agency for disaster recovery and hazard mitigation.
