The rate will be adjusted annually by the percentage change in the consumer price index for all urban consumers (CPI-U), New York-Northern New Jersey-Long Island, NY-NJ-CT-PA, as published by the United States Department of Labor Bureau of Labor Statistics, over the prior five years. This adjustment applies to both state highways and elevated bridges.
