New York A04578 amends the state finance law to allow in-state suppliers to match bids from out-of-state bidders for state contracts. An in-state supplier can match a lower bid if the in-state bid is no more than 15% higher. If the in-state supplier matches the bid, the state or a state agency may give preference to the in-state supplier when awarding the contract. This act takes effect immediately.
