The bill establishes the disaster-related latent damage recovery grant program, administered by the division of homeland security and emergency services. It provides grants for repairing latent damage to public infrastructure, including roads, bridges, drainage systems, electrical and mechanical systems, and communication systems, caused by natural disasters. Grants are limited to projects identified more than one year but no more than seven years after a state of emergency declaration. The program prohibits grants for repairs due to normal wear and tear.
