The bill enacts the "omnibus learning for work act" to establish a youth apprenticeship program combining academic coursework with on-the-job training. It creates an enhanced regents professional diploma for students who complete the program. The bill also establishes a tax credit for employers participating in the program and a community college merit and mobility scholarship for students. It renames certain schools established by a board of cooperative educational services as career prep centers and addresses the salary of certain teachers and staff.
