The bill creates the incentivizing habitability opportunity program, which provides incentives to owners who lease to eligible households. Each local social services district must provide an incentive to owners who enter into a residential lease or rental agreement with an eligible household for a qualified dwelling unit. The incentive is paid monthly and is equal to $500 for every eligible individual and $1,000 for every eligible family. The incentive is subject to reimbursement by the state, using federal funds and state funds.
