New York A04252 establishes a moratorium on the building or placing of any permanent or semi-permanent wind turbine in the waters of Lake Ontario within the state. The moratorium is indefinite and cannot be lifted without a majority vote in both houses of the legislature. The moratorium is subject to the state environmental quality review act, the public service law, and local zoning or permitting laws. The act takes effect immediately.
