New York A04115 amends the executive law to require police agencies to thoroughly examine any possible internal files of police misconduct and complaints before recruiting a police officer or peace officer on a lateral transfer from another police agency, from a police department from any state or American territory, or as a new recruit. The bill also prohibits police agencies from recruiting, hiring, allowing to enroll, or allowing to transfer any police officer or peace officer who was fired, relieved of their duty, or resigned due to police misconduct, off-duty misconduct, an investigation.
