Establishes the Charles L. Reason fellowship to increase faculty diversity in higher education.

The Charles L. Reason fellowship provides grants to institutions in New York to increase access for minority and disadvantaged students to academic programs preparing them for terminal academic degrees and faculty positions. Eligible students must be in good academic standing, enrolled full-time, and from underrepresented minority groups. Fellowship funds can be used for tutoring, counseling, mentorship, and other academic support. Students who complete the fellowship and enroll in a Ph.D. program are eligible for loan forgiveness.
