The bill imposes a surcharge on monthly phone bills to fund the administration, design, installation, construction, operation, and maintenance of a 9-8-8 suicide prevention and behavioral health crisis hotline in New York. The surcharge, not exceeding thirty-five cents per access line per month, is to be collected from telephone corporations and voice over internet protocol service providers. The collected funds are deposited into the 9-8-8 suicide prevention and behavioral health crisis hotline trust fund, which supports the hotline's operations and services.
