The bill establishes the mechanical insulation energy savings program to provide grants for qualified mechanical insulation expenditures to school districts, public hospitals, public housing buildings, and political subdivisions that have completed a qualified audit. The program will offer audits at no cost to the applicants, conducted by qualified contractors. Grants will cover up to 100% of the qualified mechanical insulation expenditures. The authority will establish rules and regulations within one year of the effective date of this section.
