The bill enacts the "consumer utility meter choice protection act," allowing customers of electric and gas corporations to decline the installation of two-way smart meters without incurring fees, penalties, or service charges. It also allows customers to request the removal of such meters within 365 days of installation without charge. Customers may be liable for a fee if they request removal more than 365 days after installation. The act takes effect immediately.
