New York A03964 amends the vehicle and traffic law to require registration and license plates for e-bikes and electric scooters used for deliveries in cities with a population of one million or more. Companies employing or contracting with delivery personnel using these vehicles must register them and pay a fee for license plates. Plates must be renewed every five years and displayed on the rear of the vehicle. A fine of up to $500 applies for non-compliance. The act takes effect one year after enactment.
