New York A03959 requires a mitigation ratio of one acre for every acre of occupied grassland bird breeding habitat and three acres for every acre of grassland bird wintering habitat in major electric transmission facility siting permits. This applies to permits where the final net conservation benefit plan has not yet been approved by the Office of Renewable Energy Siting and Electric Transmission. The bill amends the Public Service Law to include these requirements.
